Subject: Response to 2002-2003 Grand Jury report on Bicycle Safety in San Mateo
County
Dear Judge Freeman,
Thank you for the opportunity to review and comment on the findings of the
Grand Jury. This letter serves as the City of Brisbane’s response to the recommendations
found therein.
Grand Jury Recommendation 1
Within one year, San Mateo County and every city without a long-term strategic
bicycle safety and transportation plan should develop one that includes:
the priorities set forth in the San Mateo County Comprehensive
Bicycle Route Plan
a bicycle advisory committee
at least one city employee whose job responsibilities
involve bicycle transportation and safety issues
coordination of roadway construction projects with
neighboring cities
CITY RESPOSNE TO RECOMMENDATION 1
The City agrees with the finding. As noted in the “San
Mateo County Comprehensive Bicycle Route Plan” prepared for C/CAG in March
2000, the City of Brisbane does have an existing planning document; however,
the document is in need of updating. This update is expected to occur under
the auspices of the proposed City Bicycle and Pedestrian Advisory Committee
(see “b” below).
The City agrees with the finding. A recommendation
to establish a Bicycle and Pedestrian Advisory Committee is agendized for
the City Council’s July 21, 2003 meeting.
The City agrees with the finding. The City employee
who is responsible for these activities is the Associate Civil Engineer in
the Engineering Division of the Public Works Department.
The City agrees with the finding. We will continue
to coordinate roadway projects with adjoining cities as these projects occur.
Grand Jury Recommendation 2
The county and cities should seek grant funding to support bicycle projects
and program in their communities
CITY RESPOSNE TO RECOMMENDATION 2
The City agrees with the finding. Establishment of a Bicycle and Pedestrian
Advisory Committee is an important condition precedent to the successful submission
of a request to C/CAG for Transportation Development Act Article 3 funds. The
timing for establishment of this committee is discussed in the City’s response
to recommendation 1.b above.
Grand Jury Recommendation 3
C/CAG should increase its efforts to address bicycle issues within the cities
by:
a. developing a community outreach program for bicyclists
that includes the distribution of designated bicycle route maps and safety tips
and provision of free maps to local bicycle shops and the non-profit bicycle
organizations
b. incorporating in its Congestion Management Plan the requirement that consideration
must be given to bicycle safety during new construction and roadway improvement
projects

The City agrees with the finding, and in particular, agrees with the response
provided by C/CAG in their letter to you dated June 27, 2003.
Grand Jury Recommendation 4
C/CAG should prioritize and fund projects that demonstrate inter city coordination
of bicycle projects, e.g., bicycle lanes and paths
