Findings |
|
|
There is a lack of bike lanes and connectivity between lanes. |
Agree. The Town of Colma General Plan contains a bike plan
showing lanes on Hillside Boulevard, El Camino Real and Junipero Serra
Boulevard. We have recently included one from the South San Francisco
BART station along the BART right-of-way paralleling Mission Road. These
are all north-south streets. The only east-west connection is on Lawndale
Boulevard between Mission Road and Hillside Boulevard. The bike lanes
are constructed along with street improvements included in the Town’s
adopted CIP. Only the Lawndale Boulevard improvement has been constructed
to date. |

RESPONSE |
Findings |
|
Several major bike corridors consist of wide shoulders where
striping has deteriorated. |
Disagree. To date Colma has only implemented a bike path
on Lawndale Boulevard. The striping is fresh. |
|
The cities of Menlo Park, Redwood City and Foster City have
the most extensive network of bike lanes and paths. |
Colma has not confirmed this information so we cannot reply. |
|
There is at least one staff person assigned to bike issues.
Time spent is less than one hour per week. |
Agree. The Colma City Planner is able to respond to bike
issues. |
|
Funding for bike projects is minimal compared to road projects. |
Agree. The portion of Colma’s estimated budget for road
reconstruction includes pavement, lighting and landscaping. These components
are much higher cost than the portion required for bike path construction.
|
|
Cities are more likely to apply for grants for road projects
than to apply for grants for bike path projects. |
Agree. Colma would normally apply for an overall grant with
the bike path being a plan component. |
|
Less than half the cities in San Mateo County have bicycle
advisory committees. |
Colma has not confirmed this information. Colma does not
have such a committee. |
|
The roles of bicycle advisory committees are to address
issues and complaints, recommend improvements, assist with plan development,
recommend on projects and provide advice to City Councils.
|
Agree. Colma staff provides this function. |
|
Approximately 50% of the cities have bicycle plans with
varying degrees of detail and depth. |
Colma has not confirmed this information. Colma has a bicycle
plan with information about locations, width and materials. |

RESPONSE |
Findings |
|
| Most cities report that they coordinate bike lanes with
neighboring cities for the purposes of developing a continuous system
and partnering of funding. |
Agree. Colma has recently coordinated with South San Francisco
regarding the Lawndale Boulevard and BART right-of-way bike lanes. |
|
A bike map was produced in 1996 with recommended bike routes
for commuters and recreational riders. It was reproduced in 1999 but
has not yet been circulated.
|
Colma has not confirmed this information. |
|
The C/CAG Bicycle and Pedestrian Advisory Committee provides
general support for bike issues in the County and currently has a $600,000
budget for grants to cities for bike-related projects. |
Colma has not confirmed this information. |
|
The Peninsula Congestion Relief Alliance offers to employers
a bike safety education program and provides funds for bike racks and
lockers at the worksite. |
Colma has not confirmed this information. |
|
In 2002 the Peninsula Congestion Relief Alliance conducted
safety and education programs for two companies. |
Colma has not confirmed this information. |
|
The Alliance uses federal grant money to conduct education
and safety programs and to distribute bicycle helmets to low-income
bicyclists. This activity utilizes about 10% of the staff time. Except
for special projects there are no other outreach programs conducted
by the Alliance. |
Colma has not confirmed this information. |

Recommendations |
|
|
Within one year the County and each city will develop a
long-term strategic bicycle safety and transportation plan if one does
not already exist. The plan should include:
- The
priorities set forth in the County Comprehensive Bicycle Route Plan
- A
bicycle advisory committee
- At
least one city employee to deal with bike issues
- Coordination
of construction projects with surrounding cities
|
Disagree. The Town of Colma General Plan already contains
a bike route plan that has been coordinated with the County Plan. The
General Plan will be revised in 2003 to show connections to routes in
surrounding cities. The Town Capital Improvement Plan already contains
projects that include each of the routes shown in the General Plan.
The Town believes that bicycle issues can be managed by city staff without
the need for an advisory committee. The CIP is phased over five years. |
|
The County and cities should seek funding to support bicycle
projects and programs in their communities. |
Agree. The Town of Colma will seek funding to augment its
Capital Improvement budget for projects that include bicycle paths.
Projects are phased over a five year plan. |
|
C/CAG should increase its efforts to address bicycle issues
within the cities:
- Develop
a community outreach program that includes distribution of bike maps
and safety tips.
- Make
sure bike safety is addressed in the Congestion management Plan for
new construction.
|
Agree. The Town of Colma will cooperate with C/CAG. The
City Planner is the designated contact person. |
|
C/CAG should prioritize and fund projects that demonstrate
inter-city coordination of bike projects. |
