GRAND JURY REPORT

July 7, 2003

Honorable Beth Labson Freeman
Judge of the Superior Court
Hall of Justice
400 County Center, 2nd Floor
Redwood City CA 94063

Re: Grand Jury Report: Handling Forensic Evidence Report

Dear Judge Freeman:

Thank you for the opportunity to review and comment on the recommendations in the above referenced report. The City of Redwood City will limit its comments to those findings and recommendations that reference our local jurisdiction.

#52- Police Departments of San Mateo County and the Sheriff’s investigation Units should review and update their respective investigation protocols regarding how first responders manage various kinds of crime scenes and whom they should call.

Agree-Working in collaboration, the Sheriff, District Attorney and the San Mateo County Police Chiefs completed a review of the county-wide Sexual Assault Protocol. In the future, the Police Chief’s Association will be reviewing other county-wide investigative protocols to include the county-wide Homicide Protocol.

The City of Redwood City appreciates the efforts the Grand Jury has undertaken to improve the quality of the San Mateo County criminal justice system. We are hopeful that recommendations made by the Grand Jury will bring about positive change.

Sincerely,

Carlos G. Bolanos
Police Chief
