Final Reports

July 1, 2003

Hon. Beth Labson Freeman
Judge of the Superior Court
Hall of Justice
400 County Center; 2nd Floor
Redwood City, CA 94063-1655

Dear Judge Freeman:

Thank you for the opportunity to review and comment on the recommendations
in the above referenced report. The Town of Colma will limit its comments to those findings and recommendations that reference our local jurisdiction.

2. The Police Chiefs Association and Sheriff's Office should study the feasibility of creating a centralized county Warrant Detail under the jurisdiction of the Sheriff to serve and enforce warrants for both the county and cities county-wide. Alternately, the Sheriff's Office and town police department should develop a standardized policy for coordinated enforcement of arrest warrants and bench warrants.

Agree: There needs to be greater collaboration between the Police Departments and Sheriff's Office involving the service of warrants. The President of the San Mateo County Police Chiefs and Sheriff's Association will place this issue on their agenda for discussion during their November Training conference. They will also be reviewing the policies surrounding warrant service in the county.

3. Greater use should be made of programs such as the Ad Hoc Task Force to
reduce the backlog of outstanding warrants.

Agree: By working together with the County Sheriffs Office and other law enforcement agencies we have the potential to reduce the backlog of warrants presently in the system. The President of the San Mateo County Police Chiefs and Sheriff's Association will bring this issue before the Association members for discussion.

The Town of Colma appreciates the efforts that the Grand Jury has undertaken to improve the quality of the San Mateo County criminal justice system. We are hopeful the recommendations addressed by the Grand Jury will bring about positive change.

Respectfully submitted,

Bob Lotti
Acting Chief of Police
