Background:

The grand jury developed a policy questionnaire (Exhibit 1) which was sent to 55 independent governmental agencies, cities, school districts, and special districts. Forty-eight entities provided responses. The survey included questions regarding policy for disposing of surplus equipment; recycling programs; policy on after hours use of entity owned motor vehicles; travel policy; and the number of credit cards and the written policy for their use.

Findings:

The grand jury finds most responding entities have adequate policies and procedures in place. Interviews were held with finance directors from two entities which distribute credit cards but indicated they did not have a written policy. During the interviews it was learned that one of the entities had adopted a written policy subsequent to receiving the grand jury questionnaire, and the other entity actually did have a written procedure for credit card use which is handled at an administrative level.
